A FLO enrolment can help if a student is having trouble staying at school.
If you’re looking for a way to get your learning back on track, FLO might be able to help with things like:
- improving reading, writing and maths skills
- getting your SACE
- gaining the skills to go onto further study or to get a job
- getting relationship advice to get along better with family and friends
- solving money problems and finding housing
- making good life choices
- feeling healthy and happy
- planning for the future.
As a FLO student you will get:
- a qualified case manager assigned (who is not a teacher)
- a flexible learning transition portfolio which uses learning spaces that are in the community or on the school site.
You are eligible for FLO if you are both:
- enrolled in a SA government school
- from year 8 up to the age of 21.

A FLO enrolment can help if a student is having trouble staying at school. It supports schools and the wider community support as they help young people engage with their learning. It is available to SA government schools in all areas of the state. FLO has helped young people who are experiencing things like:
- anxiety and depression
- learning difficulties
- social and behavioural problems
- family difficulties
- drug problems.

I dropped out of high school when I was in Year 11 because of my pregnancy and bullying associated with it […]The FLC [Flexible Learning Centre] sounded interesting and I could keep my education going and do most of my school work at home and be with my son, without the bullying at school. It was a relaxed environment and everybody was friendly – they talked about how my son was and didn’t make me feel ashamed about dropping out.
A flexible learning transition portfolio (FLTP) will be set up to fit your individual learning needs. It will be based on your skills, interests and goals.
You might do this through:
- part-time or full-time study
- vocational courses
- work placement with an employer.
Your school and an approved provider will help with this. The provider might be a non-government youth agency, a learning centre or a community-based program provider.
All FLO learning is accredited through the SACE including VET modules or the South Australian Curriculum, Standards and Accountability (SACSA) Framework.
High schools use a range of different learning settings for FLO students, dependent on individual needs and interests. These settings may be their school of enrolment, a nearby school or non-school location in the community.
Each FLO student has a case manager (not a teacher) assigned to them to help with:
- health and wellbeing
- practical issues
- working with other services (such as Centrelink, or health, drug and alcohol services)
- developing stronger numeracy and literacy skills
- coaching and goal-setting.
The case manager keeps a case file on each young person they work with, including a case plan (the flexible learning and transition portfolio), progress notes, assessment of needs, support and referrals.
They also stay in contact with the school, parents, local student engagement and community partnership coordinators, and other agencies.
