Disability Access and Inclusion Plan and Autism Strategy Action Plan

Our Disability Access and Inclusion Plan 2026-2030 (PDF 3 MB) and Autism Strategy Action Plan (PDF 1 MB) set out actions that reinforce our commitment to inclusive, supportive environments where learners and staff feel safe, valued and respected, and where everyone has equitable access to the support and opportunities they need to thrive.

The department is committed to following national and state strategies and frameworks to contribute to the whole-of-government ambition to embed inclusion in our services, environments and culture.

State government

The Disability Inclusion Act 2018 (SA) (the Act) aims to protect and promote the human rights of people with disability of all ages, and to help them reach their full potential by improving social connection and inclusion.

Since coming into effect, the Act has helped to:

  • embed the principles of the United Nations Convention on the Rights of Persons with Disabilities (UNCRPD) into South Australian policy
  • align disability inclusion efforts with national and state frameworks
  • support a coordinated and consistent approach to disability inclusion across government through the requirement for state authorities to prepare and implement a Disability Access and Inclusion Plan (DAIP).

Inclusive SA, within the Department of Human Services (DHS), is the lead agency that guide how State Government agencies and local councils lead by example and work to improve access, inclusion and participation for people with disability across South Australia.

The State Disability Inclusion Plan 2025-2029 (State Plan), administered by Inclusive SA, outlines clear priorities and coordinated government actions to drive lasting change and create a fairer, more inclusive and accessible community for everyone.

In response to the growing call for inclusion from Autistic and autism communities, the South Australian Government committed to the development and implementation of the SA Autism Strategy 2024-2029. It sets out a 5-year roadmap for the government to help improve the lives of Autistic people of all ages and their families.

National policy

Australia’s Disability Strategy 2021 to 2031 is our nations disability policy framework. All levels of government play a role in creating solutions to progress and enhance access and inclusion for the 1 in 5 Australians with disability.

The department is committed to progressing the strategy as it relates to our schools, preschools, workplaces and education services.
