Why each council’s membership can be different

The membership of governing councils at schools or preschools (sites) is not one-size-fits-all. Each council is set up to reflect the site’s local needs. There are a few reasons for this, and more than just who is required to be on a council.

Differences in membership structures can be influenced by:

  • site size (small, large, multi-campus)
  • whether a site has a school-based preschool, or it is co-located with a preschool
  • geographic location, including remote settings
  • cultural diversity within the community
  • overall student numbers.

The scenarios below provide examples of how these differences can be reflected in the council’s membership.

Scenarios

Scenario 1 – large schools

A reception to year 12 school with 1,200 students may have up to 3 staff members on the governing council. To make sure the council reflects the school community, their council could include:

  • the principal (an ex officio member)
  • 3 staff members (one from years R to 5, one from years 6 to 9, and one from years 10 to 12)
  • 12 parents
  • 2 student representatives nominated by the student representative council (or equivalent).

Scenario 2 – diverse communities

A school with a large and diverse multicultural community may include specific representatives who can proved a voice for families from theses backgrounds

This council could include up to 3 community representatives.

Scenario 3 – school with a school-based preschool

A primary school has 300 students from reception to year 6, as well as a school-based preschool, comprised of 20 kids. The governing council represents both the school and the preschool community. To ensure both communities are properly represented, the council could include:

  • the principal (ex officio member)
  • 2 staff members (1 preschool and 1 school staff members)
  • 8 parents (including at least 1 parent from the preschool).

Parent members must form the majority. Preschool parent members are elected in the same way and at the same time as school parent members.
