We’re working closely with the Office for Early Childhood Development (OECD) to plan and implement key early childhood reform initiatives based on the recommendations from the Royal Commission into Early Childhood Education and Care.

One of those recommendations is making preschool available to 3-year-olds.

In South Australia, government preschool and kindergarten are the same.

Universal 3-year-old preschool

The introduction of universal 3-year-old preschool is fundamental to achieving the 20-year goal to reduce the rate of South Australian children who are developmentally vulnerable when they start school from 23.8% to 15%.

Universal 3-year-olds is rolling out in government preschools in stages from 2026 to 2032.

The universal 3-year-old preschool roll-out will start in regional and remote areas.

Aboriginal children and children in care will retain their existing access to 3-year-old preschool in government preschools.

Integrated hubs

Integrated hubs will bring preschool together with health, wellbeing and other education offerings together so families can be supported to access the services they need in one place.

Twenty integrated hubs will be established across the state, operating in both government and non-government settings.

Port Pirie West Children’s Centre was established as an integrated hub from term 4, 2025.

Additional government integrated hubs will be established in coming years:

• Hackham West Children’s Centre, Lake Windemere B-6 Children’s Centre and Parks Children’s Centre will be operational from 2027.
• Aldinga Beach Children’s Centre will be operational from 2028.
• Melaleuca Park Kindergarten projected to be operational from 2029.
• Para Vista Preschool projected to be operational from 2030.

OECD is currently considering sites suitable as future integrated hubs.
